Police arrest hit-and-run driver

Authorities arrested and detained on Friday the hit-and-run driver involved in the fatal motorcycle accident which killed two passengers and seriously injured the rider at midnight on December 25, 2023, on Sisowath Quay in Srah Chak commune in the Phnom Penh’s Daun Penh district.

According to the Phnom Penh Municipal Court’s arrest warrant, the hit-and-run-driver was identified as Yeth Chankrysna, 27, from O-Bek’om village in the capital’s Sen Sok district’s O-Bek’om commune. 

The accused was charged on two counts of “careless driving causing the death and injury of other people with aggravating circumstances” and “Evasion” under Article 85 of Law on Road Traffic and under Article 543 of the Criminal Code.

If convicted, the driver faces a prison term of between two to three years.

Colonel Sam Vicheka, the Spokesman at the Phnom Penh Municipal Police, told Khmer Times yesterday that Chankrysna was arrested after surrendering to police through his lawyer, who had been acting as an intermediary in the case.

Lt Col Vicheka said that after traffic police officers had questioned the suspect, municipal traffic police sent him yesterday morning to the prosecutor attached to the Phnom Penh Municipal Court for further interrogation.

“During questioning the suspect admitted to committing the offence, but denied that he had intentionally hit the victims,” Lt Col Vicheka told Khmer Times yesterday.

“Based on his confession as well as other evidence, our municipal police sent him to the prosecutor attached to the Phnom Penh Municipal Court,” he said.

He added that as a general principle or the order from Chief of Phnom Penh Municipal Police Lieutenant General Chuon Narin, those involved in a hit-and-run case must be arrested and sent to court and punished without exception.

According to a police report, at midnight on December 25, 2023, the victims – a husband, his wife, and their two-year-old son – were riding on a white NEX motorcycle, when they were hit by a Hummer SUV on Sisowath Quay.

The woman, Krouch Samith, 20, and her son died on the spot while the husband was sent to Calmette Hospital. The driver fled the scene.
