Khmer King appoints senior police officers to key positions

King Norodom Sihamoni appointed on weekend five senior police officers to higher positions in the police force and government.

Four-star General Seng Phally, President of the Police Academy of Cambodia, was appointed to General Director of the Human Resources Department in the Ministry of Interior; and four-star General Ek Monosen, Vice-President of the Police Academy of Cambodia, will become the new President of the Police Academy of Cambodia.


The King also appointed Lieutenant General Hor Sam Ath from Deputy Director of the Digital Technologies and Education Department in the Ministry of Interior to General Director of the Digital Technologies and Education Department; Lieutenant General Sok Veasna from Deputy Director of the  General Department of Immigration to General Director of the General Department of Immigration; and Lieutenant General Top Neth from Deputy Director of General Department of Identifications to General Director of the General Department of Identifications.




Gen Monosen expressed his pleasure and satisfaction with the promotion saying that he and Gen Phally had worked hard to train police students in order to produce the best police human resource for the nation.

He added that with guidance from the former Minister of Interior Sar Kheng, he and Gen Phally had worked together in reforming the educational structures and training programmes at the Police Academy of Cambodia to match regional standards.



“As a police officer of the Ministry of Interior and the National Police, I am very pleased and proud of the leaders who have encouraged me, giving me the opportunity and appointed me as the President of the Police Academy of Cambodia,” Gen Monosen told Khmer Times yesterday.

“I am committed and will strive to fulfill the roles and responsibilities given to me by the Ministry to the best of my abilities,” he said.

“The Police Academy of Cambodia already has its strategic plan for education programmes and reforms,” he said.

Gen Monosen said the Police Academy of Cambodia now has the appropriate and adequate qualifications in accordance with national and regional standards.

He added that there are many foreign police students from the region trained at the academy.

However, Gen Monosen declined to reveal the number of police students trained by the academy or the number of foreign police students trained each year as the information is confidential for the National Police of Cambodia.
