Supreme Court upheld the sentencing of an old Singaporean man for trafficking nearly 2 kg of a mixture of various drugs

The Supreme Court on March 20, 2023 upheld the sentencing of an old Singaporean man who was sentenced by the lower court to 25 years in prison in connection with drug production, possession and trafficking of nearly two kilogrammes of a mixture of various drugs committed from 2014 to 2020 in Phnom Penh.                                                                       

Presiding Judge Nil Nonn named the convict as Kee Beng Hwa, 73, a Singaporean national and a former introducer at a casino in Phnom Penh. 

Judge Nonn said that Kee Beng Hwa was sentenced on November 25, 2020 by the Phnom Penh Municipal Court to 25 years in prison and fined of 50 million Riels (about $12,400).  

He was charged with “drug use, possessing, drug trafficking and produce” under Articles 39, 40 and 45 of the Cambodian Law on Drug Control.

Kee Beng Hwa appealed it to the Phnom Penh Appeal Court but it was upheld, he then appealed it to the Supreme Court, he said.

He emphasised that Kee Beng Hwa was arrested on March 25, 2020 along with his Khmer girlfriend named Khieu Sreytouch after police in the anti-drug department in the Ministry of Interior raided his rental apartment in Koh Pich (Diamond Island) in Chamkar Mon district’s Tonle Bassac commune.

The police seized a total of 1,493.73 grammes comprising 217.77 grammes of crystal methamphetamine, 27.77 grammes of ketamine, 1,177.27 grams of ecstasy, 70.92 grams of nimetazepam, and 2,090.86 grammes of drug filler ingredients, 159.08 grammes of dried marijuana and other drug producing materials from his rental apartment, he said. 

The accused’s girlfriend:  Khieu Sreytouch, was also sentenced by the court to six month in prison for “drug use” and fined of 800,000 riels (about $200).  

Sreytouch was later released after she had served the term of her sentence in prison in 2021, he added.
