Supreme Court Upholds the Conviction of a Man’s Life Sentence for Murdering a Gambling Shop Cashier

The Supreme Court yesterday upheld the conviction of a man who murdered a gambling shop cashier during a robbery in Kandal province’s Takhmao City in 2017. 

The murder took place at about 5 pm on July 2, 2017 at an online gambling shop named “Krong Net Online” located in Takhmao commune. 

Presiding Judge Kem Sathavy named the convict as Ing Chanratanak, 29; who was a heavy gambler, and the victim as Rath Putha, 21, who was from Kampong Speu province’s Kong Pisei district. 

Judge Sothavy noted that on the day of the murder, Chanratanak, had gone to gamble at the shop and lost. He later stabbed the victim of 13 times in the stomach with a knife, causing him to die in the shop’s toilet. 

She said that after killing the victim, Chanratanak stole the victim’s mobile phone, some money from the cashier till and fled.   

Judge Sothavy noted that Chanratanak was arrested by the military police on July 5, 2017 in Siem Reap province. He was later transferred to be detained in Kandal province. 


She said the Kandal Provincial Court on June 6, 2018 sentenced Chanratnak to 17 years in prison and ordered him to pay 20 million riels (about $ 5,000) in compensation to the victim’s mother as the plaintiff in the case. 

He was charged with “premeditated murder” under Articles 200 of the Criminal Code.

Judge Sothavy said that the Phnom Penh Appeal Court on June 5, 2022 revised the charge from “premeditated murder” to “Thefts with Aggravating Circumstances (the death of victim) under Articles 357 and 360 of the Criminal Code (which shall be punishable from 15 to 30 years in prison) and sentenced him to only 13 years in prison.
