Ex-military officer Soy Chansoeun jailed over assault

Kampong Speu Provincial Court on December 22, 2022 imprisoned a former high-ranking military officer to a total of three years for assaulting a former lover following an argument in 2021. 

Judge Sour Lina identified him as Soy Chansoeun, 48, a former Major General and Deputy Director of General Command Development Department in the Ministry of National Defence.

She named the victim as Duong Hemalis, 41, the owner of a construction materials and sand supply company.         


                                                                                       

She noted that the victim suffered serious injuries during assaults which took place first in Kandal and then in Kampong Speu provinces on January 22, 2021.

Judge Lina said, “The Kampong Speu Provincial Court originally sentenced him to three years. But the term of his sentence shall be reduced to one year and six months, with the remainder of his sentence suspended.” 

“The Kampong Speu Provincial Court has fined Soy Chansoeun six million Riels (about $1,500) payable to the state budget. Further, the court orders him to pay $10,000 in restitution for treatment of the victim’s injuries. 

 The accused will pay an additional sum of $5,000 in compensation for the victim’s trauma.” 





She said Hemalis was charged with “Intentional Acts of Violence with Aggravating Circumstances” under Articles 106, 107 and 218 of the Criminal Code. 

She said the convict was arrested on June 21, 2021 and charged on August 21, that year. 

Judge Lina noted that Hemalis was not charged until after the victim filed a formal complaint.
