‘Seng Chan Theary moved for being a problematic case’

Activist Seng Chan Theary has been moved to Preah Vihear provincial prison for detention in a bid said to prevent her from creating difficulties, riots and chaos in Phnom Penh’s Correctional Centre 2 (CC2).
Prisons Department spokesman Lieutenant General Nuth Savna said Theary’s transfer from CC2 where she has been held following her arrest to Preah Vihear provincial prison was not political nor a violation of the law or the human rights.
He akined Theary to Mu Sochua, a former CNRP vice-president, who was a problematic case during the latter’s detention.
“Sochu was always creating problems for prison authorities and Theary showed she has similar tendencies. That is why she was moved to Preah Vihear,” Lt Gen Savna told Khmer Times.
“Sochua, when she was imprisoned at Phnom Penh’s CC2, caused difficulties, riots and chaos in the prison. She incited inmates not to obey prison officials’ orders and prison’s rules,” he said.
“Theary did the same when she was in CC2. Therefore, in order to maintain security, public order and the riots in CC2 prison, the Technical Committee of the General Department of Prisons decided to send her to the prison in Preah Vihear province,” he said.
“Her detention in Preah Vihear province is also good for her because the prison is not as crowded or overcrowded as in the prison in Phnom Penh. She also can use the phone to contact her friends there,” he added.
Meanwhile Theary’s lawyer Chou Chuong Ngy said he had applied for authorisation from the Prisons department to meet Theary in the Preah Vihear prison.
“I went to meet her at the prison but the prison guard officials did not allow me to meet her when Theary was arrested and sent for temporary detention in the CC2,” Chuong Ngy said.
“They [prison guards] later told me that my client has been sent to prison in Preah Vihear province,” he said.
Theary was sentenced on June 14 by the
Phnom Penh Municipal Court to six years in prison under the charge
of “plotting and incitement”. Theary who was then demonstrating in front
of the courthouse was arrested and taken to CC2.
