Fake Secretary of State Charged and Jailed over Forging Prime Minister Hun Sen’s Letter

Phnom Penh Municipal Court yesterday charged and jailed a man for allegedly forging a sub-decree purportedly from Prime Minister Hun Sen which appointed him as a Secretary of State working with the Council of Ministers.
He allegedly used the fake document to cheat a man out of nearly $9,000 by promising to help secure a job as an official in the Tourism Ministry.
A court document identified the accused as Try Sarithy, 35, living in Kandal province’s Takhmao city.
Sarithy
also known as Chhun Hongly was charged with “Fraud, Forging the Public Document,
the use of forged public document, and the Use of Uniform Similar to Police or
Military Uniform” under Articles 377, 378, 629 , 630 and 616 of the Criminal Code.
If
convicted, he faces up to 10 years in prison. He was arrested on Monday.
He said the accused showed the victim the fake sub decree and convinced him that he could get him a job in the ministry.
“He told the victim that he had many close friends who are high-ranking-officials working with the Ministry of Tourism. He guaranteed to provide employment as a ministry official if the victim paid him $10, 000,” Maj Bunnarith told Khmer Times.
“He promised that the victim would get the job within a month after he paid the money. The victim gave him $8,500 as a deposit with the remainder to be paid after the job was secured,” he said.
Maj Bunnarith said after taking the money, Sarithy did not find any job for the victim as promised and when the victim demanded a refund, the accused fled and went into hiding.
He noted that to claim his money back, the victim filed a lawsuit at Phnom Penh Municipal Court on March 5.
