Ex-Tycoon Duong Ngiep Sent to Prison After Bail Revoked Pending Trial

Phnom Penh Municipal Court on January 14, 2022 revoked Tycoon Duong Ngiep’s bail and placed him in the JP Prison pending trial for allegedly issuing dud cheques to the amount of more than $7,305,000 to two Taiwanese nationals to settle debts in 2020.
According to the court document, obtained by Khmer Times, a
warrant was issued by Investigating Judge Im Vannak to arrest Lieutenant
General Ngiep, 56, a deputy director general in the Ministry of Interior.
(If convicted he faces at least three years in prison).
Ngiep was sued by two Taiwanese businessmen identified as ChimYu Yen and Yao Ching King for allegedly cheating them out of $7,305,000 in a fraudulent land in 2020.
Phnom Penh Municipality Penal Police Officer Major Bun Kimheng said the accused was arrested at his home yesterday by municipal penal police in accordance with a court warrant.
Maj Kimheng said that after his arrest, Ngiep was sent to
the court for questioning before being transferred to the prison in Russei Keo
district.
He said that according to police investigation as well as the plaintiffs’ complaints, the accused had sold land in the outskirts of the capital which wasworth about $10 million to the two Taiwanese identified as ChimYu Yen and Yao Ching King.
Maj Kimheng said that Ngiep received a down payment of $7, 305,000 from the two victims, he did not have any land to give them as contracted.
He added that when the victims demanded their payment back, the accused issued three cheques for the total amount to them.
“But when the victims went to cash the cheques from the account, he did not have any money in his bank,” Maj Kimheng said. “And when the plaintiffs demanded their payment back from him, he did not refund it to them until today.”
He added that the plaintiffs filed a lawsuit against Duong Ngiep at Phnom Penh Municipal Court in June last year.
Duong Ngiep and his lawyer could not be reached for comments
yesterday.
