Seminar on Digital Television Broadcasting System

The Ministry of Information has provided a seminar on digital television broadcasting for 44 television broadcasters from 11 states and private television stations in Cambodia. The two-day seminar was conducted from the 21st to the 22nd of April 2010.
The Digital TV Broadcasting seminar was organized by the Ministry of Information and sponsored by the Rohde and Schwarz Company, aiming to consult about the TV digital technical broadcasting system in accordance with the recent and most updated development of the New Information Technology of the TV broadcasting in the world.
H.E. Khieu Kanharith, Minister of Information, said that it marked the first time that the ministry has organized the Digital Television broadcasting to train Cambodian television broadcasters about the Digital technical broadcasting system and also to prepare them for the use of the Digital Television broadcasting in Cambodia in near future.
currently, the Information Technology and Communication (ICT) has developed very fast and the digital television broadcasting system is the most update television digital broadcasting system which is used in a number of developed countries in the world, he said.
“The use of ICT as well as digital TV broadcasting system has already been used by some of the TV stations in Cambodia,” he said. “This workshop is very important because it will provide new skills for our Cambodian television broadcaster, so they are able to apply these new digital skills for station.”
The Minister added that to promote the use of the most updated ICT as well as to speed up its works, the Ministry of Information will encourage the sate and private television stations to use digital television broadcasting system in Cambodia by 2013.
Luc Haeberle, Director of the the Rohde and Schwarz company, said that the timing of this seminar is probably perfect, as they are in a cutting edge regarding implementation of digital broadcasting, worldwide and now also in the Association of Southeast Asian Nations (ASEAN) countries.
Haeberle said the digitalization is everywhere including photography, music (MP3 player), and all telecommunication services (voice, video, data and so on), and now also in broadcasting. He stated that the implementation of such technology offers many advantages, but also represent some challenges such as the use of new technology; one question is for ex which standards shall be selected, design of networks, network planning, regulation and organization of the broadcasting chain (content provider, multiplexer, and transmission).
The two-day seminar has taught the trainees about digital technology and also gave them advice to be considered when Cambodia will perform its digital implementation and later digital switch over.
“Example here in Cambodia: we have many TV stations which today contribute their programs by themselves such as TVK, TV3, Bayon TV, Apsara TV, SEA TV, TV9 and CTN,” he said. “It must not be the same with digital TV, as several programs can be accommodated into one multiplexer and into one transmission network,” he added.
He continued to say that technology wise, the industry can offer solutions to all these challenges. But they have to make their choice and for that to know about the technology and the possibilities offered. This is one of the targets of this seminar.
