FUNCINPEC Plans to Hold Congress in Mid-January 2022

  Buth Reaksmey Kongkea  Prince Norodom Chakravuth, Acting President of FUNCINPEC Party, has said that FUNCINPEC plans to hold a congress in mid-January 2022.  On December 30, 2021 night, Prince Norodom Chakravuth met with his party’s members who have come from the cities-provinces across the Kingdom in Phnom Penh.  During the meeting with his FUNCINPEC Party’s members,   Prince Norodom Chakraborty advised them to stop quarreling and inciting discrimination with each other, as such a culture has long existed for this party.  The Prince also encourages all the Party’s members to resume handshake for the party’s progress and advance participation in the upcoming elections.  Prince Norodom Chakravuth is also committed and confident in his leadership of FUNCINPEC Party for the betterment of the party, although it now does not have any seat in the National Assembly as in the past.   //END//

General Hun Manet orders all armed forces to prevent any attempt to overthrow the Government and insult His Majesty the King Norodom Sihamoni

Buth Reaksmey Kongkea   Lieutenant General Hun Manet, Deputy Commander of the Royal Cambodian Armed Forces and Commander of the Army, on Thursday ordered all armed forces to strictly implement the recommendations of Samdech Hun Sen, the Prime Minister of the Kingdom of Cambodia stated at the inauguration ceremony of the Ministry of National Defense  on December 29 that “Every attempt to overthrow the Government and insult the King is unforgivable.  In his congratulatory message to all soldiers and armed forces of the Royal Cambodian Armed Forces on the occasion of the New Year 2022, Lt. Gen. Hun Manet expressed his sincere appreciation for the great achievements and the armed hard work in defending the territorial integrity, safeguarding peace, security and public order, as well as contributing to the national development of the armed forces to achieve all the difficulties and made all kinds of sacrifices.        

Ten Top Cambodian students passed in the American Global Undergraduate Exchange Program exam

  Buth Reaksmey Kongkea   The US Embassy in Cambodia recently announces and congratulates the 10 Cambodian finalist-students for being selected to participate in the 2001-2022 Global Undergraduate Exchange Program, in the United States.   According to the U.S Embassy in Cambodia, the top 10 Cambodian students will participate in a one-semester academic and cultural exchange program in the United States from January to May 2022.   The Global Undergraduate Exchange Program offers one-semester scholarships to approximately 245 outstanding students worldwide to study at colleges and universities in the United States.

Police arrested a man and seized nearly one Kilo of methamphetamine in Cambodia-Thai-border

   Buth Reakmsey Kongkea  Police in Oddar Meanchy Province on December 27, 2021 arrested a man and seized a total of 48 packages of ices weighting nearly one kilogram from him. Oddar Meanchy Provincial Police officer identified the suspect as Kim Chansopheak, 39, the farmer living in Cambodian-Thai-border in Anlong Veng district’s Anlong Veng commune.

Construction investment in Cambodia in 2021 worth more than 7 billion US dollars

Buth Reaksmey Kongkea  According to the report of the Ministry of Land Management, Urban Planning and Construction, in 2021, the construction data nationwide was 4,303 projects with a total floor area of 12,998,072 square meters, with an estimated investment of 5,333,798,525 USD, compared to 2020, decreased by 31, 21%.  According to the report, of the more than 4,000 projects, 388 projects under the Ministry have an area of 10,420,293 square meters and an investment capital of 4,218,910,127 dollars compared to 2020, decreased by 36.57%.  Meanwhile, the capital and provincial administration has 3,915 projects with a construction area of 2,577,780 square meters, the estimated investment capital of about 1,114,888,398 dollars, compared to 2020, an increase of 1.17%.  From the beginning of the year 2000 to the end of 2021, the Ministry of Land Management, Urban Planning and Construction has issued construction permits for 57,590 projects nationwide with a total f...

Appeal Court rejects a man’s appeal against murder conviction

  Buth Reaksmey Kongkea  Phnom Penh Appeal Court yesterday upheld the 11-year jail term of a man accused of killing his girlfriend in a jealous rage.  The murder took place on March 4, 2019 at a guesthouse room located in Takeo province’s Daun Keo district.  Presiding Judge Plong Samnang identified the accused as Sok Chanlida, 33, a phone vendor from the district.  The victim was identified as Khin Chenda, 21, a karaoke girl who lived in Takeo province’s Traing district.  Judge Samnang said that Chanlida was convicted on April 23, last year by Takeo provincial court which also ordered him to pay about $1,250 in compensation to the mother of victim. Biography of Former Khmer Rouge Leader Khieu Samphan

Buth Reaksmey Kongkea   According to  the ECCC's documents, former Khmer Rouge Leader Khieu Samphan has the following history and background:   Khieu Samphan received a bursary to study in France in 1955 and published his doctoral dissertation “Cambodia's economy and industrial development”.   Upon his return to Cambodia, Khieu Samphan became a professor before being appointed Secretary of State for Trade in Sihanouk’s regime in 1962.   Under threat from Sihanouk’s security forces, he allegedly went into hiding in 1967 and reemerged within the Khmer Rouge resistance in the early 1970s. In 1976 he was appointed Democratic Kampuchea’s Head of State. He succeeded Pol Pot after the latter retired as the official head of the Khmer Rouge in 1987, and represented Democratic Kampuchea at the 1989 International Conference on Cambodia in Paris. ECCC Supreme Court Chamber Dismisses Request to Send Case 003 to Trial

  Buth Reaksmey Kongkea   According to ECCC’s Press Release, the Supreme Court Chamber of the Extraordinary Chambers in the Courts of Cambodia (ECCC) on December 17, 2021 dismissed the International Co-Prosecutor’s request to send Case 003 against Meas Muth to trial.   By unanimity, the Chamber determined that the “International Co-Prosecutor’s Appeal of the Pre-Trial Chamber’s failure to send Case 003 to trial as required by the ECCC legal framework" was admissible in the interests of justice.   The application was considered by the majority of the Chamber which provided “legal clarity and certainty and:   1.Rejected the view that the Pre-Trial Chamber had, in its Considerations on Appeals against Closing Orders, unanimously upheld the validity of the indictment against Meas Muth; 2.Confirmed that the Pre-Trial Chamber concluded Case 003 when it issued its Considerations; and 3.Clarified that Case 003 is terminated in the absence of a definitive and e...

ECCC dismisses case against former Khmer Rouge Comrade Yim Tith

  Buth Reaksmey Kongkea   The Supreme Court Chamber of the Extraordinary Chambers in the Courts of Cambodia (ECCC) on December 28, 2021   dismissed the International Co-Prosecutor’s request to send Case 004 against Yim Tith to trial related   This follows last week’s dismissal of a case against a Khmer Rouge Commander Meas Muth.   The Chamber unanimously determined that the “International Co-Prosecutor’s Appeal of the Pre-Trial Chamber’s failure to send Case 004 to trial as required by the ECCC legal framework” was admissible in the interests of justice.     According to ECCC’s   document,   Yim Tith, also known as Ta Tith, was accused of genocide of the Khmer Krom people and crimes against humanity in case 004, which judges have been working on for more than eight years.    The tribunal confirmed the conclusion of judicial investigations against Tith for alleged crimes committed between April 1975 and January 1979.  ...

Supreme Court hears appeal of Venezuelan woman in drug case

  Buth Reaksmey Kongkea The Supreme Court yesterday heard the appeal case of a Venezuelan woman who was sentenced in 2018 by Phnom Penh Municipal Court to 30 years in prison for smuggling about 1.5 kilogrammes of cocaine from Brazil to Cambodia in 2016. Presiding Judge Soeung Panhavuth identified the accused as Adelys Paola Loupez Alviarez, 28, a Venezuelan tourist. Judge Panhavuth said that the accused was sentenced on June 7, 2018 by the lower court to which included a fine of $10,000. She was charged with “drug transport and trafficking” under Article 40 of the Law on Drug Control. He said that the accused appealed the decision to Appeal Court which upheld her sentence on January 15. She continued her appeal to the Supreme Court. Judge Panhavuth said Alviarez was arrested on September 12, 2016 by customs officers at the Phnom Penh International Airport who cooperated with the Interior Ministry’s anti-drug police. Appeal Court Hears Child Sex Case Involving John Patrick Reidy

  Buth Reaksmey Kongkea   Phnom Penh Appeal Court yesterday heard the case of an American man who was last year convicted by Siem Reap Provincial Court over child prostitution and producing child pornography in 2019. Presiding Judge Pov Phousun identified the accused as John Patrick Reidy, 58, a tourist from Massachusetts. He said Reidy was sentenced on February 26 last year by Siem Reap Provincial Court to eight years in prison. The provincial court fined him $1,000 and ordered him to pay $5,000 in compensation to the complainant in the case, an underage boy. The accused was charged with “purchasing child prostitution and child pornography” under Articles 34 and 41 of the Cambodian Law on Suppression of Human Trafficking and Sexual Exploitation. Cambodian police arrested nine Chinese drug traffickers and seized nearly 350 kilograms of drugs

  Buth Reaksmey Kongkea   Police in Anti-Drug Department in Ministry of Interior on December 24, 2021 arrested nine suspected Chinese drug traffickers and seized nearly 350 kilograms from them in Phnom Penh.   The anti-drug police officer said that theses suspected Chinese nationals is the cross-borders criminals group.   Police said that that they were arrested on December 24, 2021 night   after police raided a Chinese-owned-restaurant located in Prampei Makara district’s Veal Vong commune, and a twin villa in Chba Ampov district’s Nirot commune. Prime Minister Hun Sen to determine the retirement age of the Prime Minister when he leaves the post of Prime Minister

Buth Reakmsey Kongkea   Speaking at the inauguration ceremony of the new administration building and meeting hall of the Ministry of National Defense in Phnom Penh on December 29, 2021, Samdach Hun Sen, the Veteran and   Experienced Prime Minister of Cambodia publicly announced that he will prepare a law to determine the retirement age of Prime Minister when he leaves the post of Prime Minister in the near future.   “Let it be announced that when I leave the Prime Minister, I will fulfill the wishes of those who request the drafting of the Prime Minister's retirement age,” said the Prime Minister Hun Sen.   The Prime Minister said that the term of the Prime Minister cannot be determined because the election is to elect members of parliament, not to elect the Prime Minister directly.   But it is the members of parliament who elect the prime minister.

Police Arrested a Gang Chinese Man for Killing His Countrywoman Who is his Boss

Buth Reaksmey Kongkea  Police in Phnom Penh in collaboration with police in Svay Rieng province on December 28, 2021 arrested a Chinese national accused of killing his countrywoman by stabbing her with many times of a vegetable knife over the argument and fled.   Dangkor district police officer Captain Ly Vuthy identified the suspect as Xiao Wen, male, 34, the Chinese national and is the Head of Sewing Department working with a Chinese-owned garment factory in Phnom Penh’s Dangkor district.   Capt Vuthy identified the victim as Ding Li, female, 37, the Chinese national, and is the Owner of the garment factory.   He added that the suspect is allegedly accused with “murder” and faces the punishment from 10 to 15 years in prison if convicted.

Appeal Court upheld Former parliamentarian’s trafficking conviction

  Buth Reaksmey Kongkea   Phnom Penh Appeal Court on December 28, 2021 upheld   former Parliamentarian Ahmad Yahya and his nephew’s 15-year-sentence, who were convicted of trafficking women to Saudi Arabia in 2004.   Presiding Judge Plong Samnang identified the accused as Ahmad Yahya, 69 , former director of the Accent Group and former parliamentarian;   and   his nephew Ismael Pin Osman, 48, formerly an official at the Ministry of Public Works.     Judge Samnang said that they were sentenced by Phnom Penh Municipal Court in August 2019 to 15 years in prison each.   The court also ordered them to jointly pay $50,000 each to the two victims.   He added that they were charged with “unlawful removal for cross-border transfer” under article 11 of the Cambodia Law on Suppression of Human Trafficking and Sexual Exploitation.     Osman was arreste in 2018, while Yahya was picked up in 2019.
