  Buth Reaksmey Kongkea   The Phnom Penh Municipal Court on January 15, 2024 charged and detained the former governor of Kep city, Kheng Yan.   Plong Sophal, Deputy Prosecutor and also a spokesman for the Phnom Penh Municipal Court, yesterday said that  Kheng Yan, the former governor of Kep Municipality, was charged with, “Abuse of Power” under Article 35 of the Law on Anti-Corruption and with “Money Laundering” under Articles 3 and  38 of the Law on Anti-Money Laundering and Finance.   He added that the accused was sent by the investigating judge to pre-trial detention in Phnom Penh.   Soy Chanvichetr spokesman at the Anti-Corruption Unit (ACU) said that Kheng Yan was arrested on Thursday in  Kep province by the ACU after he was  terminated from his position by the Prime Minister Samdech Hun Manet.   He said that after his arrest, Kheng Yan was transferred from Kep province to the ACU Headquarters in Phnom Penh for ques...

Buth Reaksmey Kongkea Two 30-year-old men were jailed by the Phnom Penh Municipal Court on January 15, 2024 for trafficking four kilogrammes of methamphetamine in Phnom Penh last year. The court dismissed charges against a third accused and granted his release from custody. Presiding Judge Hok Pov identified the three men as Pov Saly, 32, Cham Dararoeun, 24, and Khin Sarath, 53. The three men were charged with “drug trafficking” under Article 40 of the Law on Drugs Control.   Saly, who was found to be the mastermind and owner of the drugs seized, was sentenced by the court to a life sentence and a fine of    80 million riels while Dararoeun was jailed 30 years and fined 30 million riels.   Judge Pov said Sarath’s charge was dropped because he was found not to have been involved with Saly and Dararoeun’s activities. “The accused Sarath is not found guilty in this case. Buth Reaksmey Kongkea The Bar Association of the Kingdom of Cambodia (BAKC) has announced that it strongly supports the new campaign to expedite the swift resolution of court cases launched recently by the Ministry of Justice. The Ministry campaign promotes four goals: “Justice, Speed, Accuracy and Legality”. BAKC president Ly Chantola issued instructions to legal professionals on correct participation in the campaign. He said that the BAKC urges all lawyers and law interns who are assigned to defend or are hired to represent their clients in court to practice professional ethics and to heed all regulations, both in the “Law on the Statute of Lawyers”, as well as in the BAKC “Code of Conduct for Lawyers”. Buth Reaksmey Kongkea The Phnom Penh Municipal Court arrested and charged yesterday a local official of the Candlelight Party (CP) accused of allegedly copying three fingerprints and signatures to register the names as commune reserved candidates of the CP in Daun Penh district. The accused, Khem Chanvannak, 45, the Acting Chief Representative and Executive Chief of the Candlelight Party for Porsenchey district, was charged on two counts of “forgery of public document and the use of forged public document” under Articles 627, 628 and 629 of the Criminal Code. K.T Prime Minister Hun Manet blasted Sam Rainsy, the self-exiled former leader of court-dissolved Cambodia National Rescue Party (CNRP), over criticising the celebrations for the 45th anniversary of the January 7 victory over genocide.   Buth Reaksmey Kongkea   The Phnom Penh Municipal Court heard on January 9, 2024 the case of two men and a woman who own a construction and engineering company and allegedly cheated nearly $500,000 from a business partner by not delivering anti-COVID products purchased in 2020. The three accused are Nov Sary and his wife Sles Aseymas, owners of the Rakan Construction & Engineering (Cambodia) Co. Ltd., and Nov Kevin, Sary’s younger brother, the operations manager at the company. Judge Klok Piseth said the trio were charged with “Breach of Trust” under Articles 29,  391 and 392 of the Criminal Code and with “issuing dud cheques” under Article 231 of the Law on Negotiable Instrument and Payment Transactions.    Buth Reaksmey Kongkea The Ministry of Interior have terminated the positions of 123 police officers with the Cambodia Counter Counterfeit Committee (CCCC) and transferred some of them to work with the Ministry and others to the General Commissariat of the National Police.   Touch Sokhak, Vice-Spokesman at the Ministry of Interior, told Khmer Times   on Sunday that these police officers including   Lieutenant General Tan Sokvichea, the CCCC’s Chief of Secretariat, was transferred to work as an ‘Advisor’ with the Ministry while Lieutenant General Kem Cheat, who is the CCCC’s Vice-President, was suspended pending a complaint by the representative of the Chhivtimex Group alleging that he had taken $100,000 and 48 bottles of red wines from the company in exchange for permission to re-open the company after it failed an inspection in 2021.
